Opinion: Reparations to Black Californians is now up to Newsom

If California Gov. Gavin Newsom is searching for a reparations agenda that has broad appeal, he will need to expand what the movement is all about and focus on policy reforms that would improve the lives of Black Californians as well as people of various races. The United States Supreme Court recently created two openings by blocking President Joe Biden’s move to waive the federal student debt of 40 million potential voters and banning affirmative action at both private and public universities. Focusing on reforms that address inequities and avoiding the third rail of financial reparations is the sweet spot if the governor seeks to do anything with a California task force’s report that was finished earlier this month.Advancing nothing would be a disservice to the nine-member California Task Force to Study and Develop Reparation Proposals for African Americans. My congressional district was named for the materials that semiconductors are made of — Silicon Valley. But although chips are now found in everything from smartwatches to fighter jets, few semiconductors are made in the valley or anywhere in the United States.Thirty years ago, the United States manufactured nearly 40% of all semiconductor chips, but today we produce only 12%. The industry’s supply chains are fragile, leaving our economy and national security vulnerable to disruption by adversarial foreign governments and supply chain shocks, and we experienced this firsthand throughout the pandemic and over the past few years with the scarcity of the products we rely on.To revitalize our domestic semiconductor industry, Congress passed the CHIPS and Science Act last year, and last week, the House of Representatives built on that investment by passing my bipartisan bill, the Securing Semiconductor Supply Chains Act. This bill will ensure that the government develops strategies...New DNA analysis helps solve mystery of 2 decomposed bodies found in Monterey apartment
