WELD COUNTY, Colo. (KDVR) — A Colorado woman is facing felony charges after allegedly soaking a letter in narcotics and mailing it to a man at the Weld County jail. Weld County Sheriff's Capt. Matt Turner said his team noticed the mail while sorting through incoming mail back in April."This piece of mail that came in was discolored. It didn’t look like normal white paper," he said. "And it felt like it had gotten wet, and then hardened again."Court documents show that the paper, which was disguised as a love letter, tested positive for diethylcathinone, a Schedule IV controlled substance. DUBAI, United Arab Emirates — Organizers of the global climate summit offered a new proposal early Wednesday seeking to bridge a yawning divide over whether to shut down fossil fuels in the name of saving the planet. The latest compromise text, published by the United Arab Emirates conference hosts after marathon overnight consultations, would commit countries to developing plans for “transitioning away from fossil fuels in energy systems … in this critical decade.” It says this shift should occur “in a just, orderly, and equitable manner,” with the aim of bringing net greenhouse gas pollution to zero by 2050 — “in keeping with the science.”The text still needs consensus approval from nearly 200 nations at the summit, any one of which could sink the deal. That decision could come as early as Wednesday.Building safer spaces for teenagers online

DUBAI, United Arab Emirates (AP) — A new compromise floated early Wednesday at United Nations COP28 climate talks called for the world to eventually wean itself off planet-warming fossil fuels in a global rallying cry stronger than proposed days earlier but with loopholes that upset critics. The new proposal doesn’t specifically use the language of calling for a “phase-out” of fossil fuels, which more than 100 nations had pleaded for. Instead, it calls for “transitioning away from fossil fuels in energy systems, in a just, orderly and equitable manner, accelerating action in this critical decade.” The transition would be in a way that gets the world to net zero greenhouse gas emissions in 2050 and follows the dictates of climate science. It projects a world peaking its ever-growing carbon pollution by the year 2025 to reach its agreed upon threshold, but gives wiggle room to individual nations like China to peak later.Intensive sessions with all sorts of delegates went we...Brother of former Harvey mayor convicted in strip club shakedown
